How it's calculated
Limits are in decimal megabytes (1 MB = 1,000,000 bytes). Email attachments grow about 33% when encoded, so a 25 MB limit fits roughly 18–19 MB of files in some clients.

Why won't a 24 MB file send in Gmail?
Attachments are Base64-encoded, which adds about a third. Gmail's 25 MB limit applies to the encoded message, so Gmail switches to a Drive link.
How do I send a file that's too big?
Share a cloud link (Google Drive, OneDrive, iCloud, Dropbox) or compress it — PDFs, images and videos usually shrink a lot.
