How it's calculated
The first byte has the 'locally administered' bit set and the 'multicast' bit cleared (second hex digit 2, 6, A or E), so addresses never clash with real manufacturer ranges.

These addresses are reserved for software-assigned use, so they can't collide with a real manufacturer's hardware address.
Do phones already randomize MAC addresses?
Yes — iOS, Android and Windows use private/random MAC addresses per Wi-Fi network by default. Check your Wi-Fi settings.
Is changing my MAC address legal?
Generally yes for privacy and testing on your own devices, but don't use it to impersonate other devices or bypass network access controls.
