Which states have the shortest return deadline?

Arizona (14 business days), Hawaii, Nebraska, New York, South Dakota and Vermont (14 days), and Florida (15 days if nothing is deducted).

Which states cap deposits at one month?

Including California, Colorado (from 2026), Delaware, DC, Hawaii, Maryland (from October 2024), Massachusetts, New York and Rhode Island.

Is a non-refundable fee part of the deposit?

In some states and cities (such as Seattle) non-refundable fees count toward the cap, and some states forbid calling a deposit non-refundable. Read your state's statute.
