Is there an official conversion?
No single one. Universities publish their own tables (often ECTS grading tables based on grade distributions), and those take precedence.
How do ECTS grades work?
Originally they were relative: A = top 10% of passing students, B = next 25%, C = next 30%, D = next 25%, E = final 10%.
Why is a German 1.0 the best grade?
Germany uses a reversed scale: 1.0 is excellent and 4.0 is the minimum pass; 5.0 is a fail.
